Anonymous Art

I found this photo at the YK Sally Ann. I posted it on FB hoping someone might know who they are - even though no guarantees they are from the NWT. The man's mini animal skin stretched award(?)  could be a retirement gift. Or a goodbye present. Unfortunately the writing is too blurred to read, even with a loop.  I am intrigued but the heaviness of unidentified photos: knowing it's once immediate significance is now lost or in limbo.
